The Mills-Peninsula Medical Center in San Mateo, part of the Sutter Health network, needed a reroof. The dense urban location and the existing aging multi-layer roof were key factors in finding an experienced partner, but, most importantly, a roofing contractor with expertise in working above an active medical center.

A Complex Tear-Off
The existing roof system included layers of black EPDM over a fully mopped tar and gravel built-up roof adhered directly to a concrete deck.
“The tear-off on this project was especially demanding,” says BT Roof Project Manager Ed Newman. “The BUR was fully bonded to the deck, and as temperatures rose, the asphalt would soften, making removal more challenging.”
The combination of materials required a controlled, methodical approach to ensure the deck remained intact while keeping the project on schedule.
Coordinating a Tight Jobsite
The project site introduced additional complexity. Located on a busy corner, the facility included a height-restricted parking structure and an active fire lane that had to remain accessible throughout construction.
To maintain safe operations, BT Roof engineered a large scaffolding debris chute spanning the fire lane, enabling efficient material removal without disrupting access. The system required coordination with and approval from the local fire department.
“It took a lot of planning to make the site work,” says Ed. “We had to think through every detail to keep the project moving while maintaining safe access for the building.”
A High-Performance System
Following the tear-off, BT Roof installed a Carlisle SynTec 135-mil fleece-back TPO roofing system. The thicker membrane was selected to meet the requirements of a 30-year warranty, delivering long-term durability for the facility.
The project also included replacing a large roof hatch designed for equipment hoisting to improve functionality for future maintenance.
Solving Problems in Real Time
During installation, the team identified an unforeseen condition. The existing perimeter sheet metal had been installed directly onto the window system without proper wood nailers.
BT Roof worked closely with Carlisle’s technical team to develop a practical, code-compliant solution that avoided delays and maintained system integrity.
“When issues come up, it’s about finding solutions that work,” says Ed. “Our team was able to resolve it quickly and keep everything on track.”
